Directions
The Westchester Department of Senior Programs and Services is located in a distinctive and historic 10-story building in downtown Mount Vernon. Known locally as the "former Con Edison Building" it is located at the corner of South First Avenue and East First Street, very near the Mount Vernon Public Library, the main branch of the city's post office, and the downtown Mount Vernon Metro North commuter train station on the New Haven line.
Visitors to the Department of Senior Programs and Services may enter the building through the Executive Entrance located on South First Avenue. Metered parking is available on the street.

By rail
The office is located next to the (downtown) Mount Vernon East station of the New Haven Division of the Metro North rail road. This line also provides service to Pelham, New Rochelle, Mamaroneck, Rye and Port Chester.

Note that the Fleetwood and Mount Vernon West stations are on the Harlem Division rail line which does not provide service to the area in which our office is located.

These publications have been prepared by the Department of Senior Programs and Services to acquaint you with the wealth of services and benefits available to you as a senior citizen in Westchester. Senior citizens can learn how to save money, find housing, get help with minor home repairs, get answers about elder law and more. Other publications and studies are provided to assist the caregiver, senior citizen, or any member of the household with taking care of the elderly.

Many of our publications are available in Spanish.

MAP: My Aging Plan
MAP was written by the Successful Aging Conference sponsors, and provides specific things people can do to age successfully – starting in their 20's.

Health for Life Program
Brochure describes the Living Well program,where workshops help seniors learn how to better deal with chronic conditions such as arthritis, pain, high blood pressure and diabetes to enhance their quality of life.

This booklet has been prepared to acquaint you with the wealth of services and benefits available to you as a senior citizen in Westchester. All the services are listed alphabetically to make it easy to browse topics.

Financial Benefits and Savings Guide for Senior Citizens
Your guide to saving money on utility/heating, prescriptions, medicare costs, rent, property taxes, and minor home repairs. Includes a useful directory of phone numbers.

Westchester County Directory of Residential and Health Care Facility options. Includes adult homes, assisted living, enriched housing and retirement residences.

Guide to Westchester Senior Housing Sites
Things to know such as key parts of the Real Property Law of the State of New York as well as the federal Section 8 Housing Choice Voucher Program and how to apply. It also includes some general tips and important questions to ask before you sign a lease.

Other Resources

Senior citizens can always direct themselves to federal and state agencies that will assist them in matters involving the elderly. The United States Department of Health and Human Services (HHS) works closely with state and local governments, and many HHS-funded services are provided at the local level by state or county agencies, or through private sector grantees.

The New York health care proxy law allows you to appoint someone you trust — for example, a family member or close friend — to make health care decisions for you if you lose the ability to make them yourself. By appointing a health care agent, you can make sure that health care providers follow your wishes.

A discount prescription drug plan called EPIC, available from the state Department of Health, has been saving seniors an average of 80 percent on their medications.

  The New York State Coalition on Elder Abuse is a multidisciplinary, statewide group of individuals, private organizations and public agencies working together to protect elders from abuse, neglect, and financial exploitation.
United States Department of Health and Human Services 
  The United States government’s principal agency for protecting the health of all Americans and providing essential human services, especially for those who are least able to help themselves.
NYS Department of Health
  Learn about various initiatives the New York State Department of Health is taking to accommodate senior health issues including the EPIC program, Medicaid, Medicare, Family Health Plus, and senior support services.
Health Care Proxy: Appointing Your Health Care Agent in New York State
  The New York Health Care Proxy Law allows you to appoint someone you trust — for example, a family member or close friend — to make health care decisions for you if you lose the ability to make decisions yourself.   
National Center on Elder Abuse (NCEA)
  The National Center on Elder Abuse (NCEA) is a national resource dedicated to educating the public about elder abuse, neglect, and exploitation.
New York State Office for the Aging
  It is the mission of the New York State Office for the Aging to help older New Yorkers to be as independent as possible for as long as possible through advocacy, development and delivery of cost-effective policies, programs, and services.
Elderly Pharmaceutical Insurance Coverage (EPIC) Program - New York State Department of Health 
  EPIC is a New York State-sponsored prescription plan for senior citizens who need help paying for their medications. Over 360,000 seniors already belong and are saving, on average, over 80 percent of the cost of their medicines.

Información Para Personas Mayores

El Departamento de Programas y Servicios para Personas Mayores del Condado de Westchester se estableció en 1974 y fue designado como la Agencia de Envejecimiento del Área por la Oficina de Personas Mayores del Estado de Nueva York.  El Departamento de Programas y Servicios para Personas Mayores sirve a más de 170,000 personas de 60 años de edad o más en el Condado de Westchester.

El Acta para Americanos Mayores estableció estructuras a nivel federal, estatal, y local para administrar los programas que ayudan a las personas de edad avanzada a mantener su salud e independencia en sus propios hogares y comunidades.

Nuestra misión es identificar y dar la prioridad a las necesidades de los de edad avanzada dentro de nuestro condado; crear planes comprensivos y coordinados para resolver esas necesidades; y recomendar sistemas sensibles, programas, acciones, legislación y recursos en favor de las personas mayores.

El Departamento de Programas y Servicios para Persona Mayores también realiza actividades y desarrolla programas y servicios que cumplen con los propósitos del Acta para Americanos Mayores y el Acta de Servicios Comunitarios para Personas Mayores del Estado de Nueva York.

Las metas y la misión de las actas federales y estatales son incrementar la calidad de vida para los personas de edad avanzada.

Public Transportation

The County provides special ParaTransit services to seniors and the disabled who need to use public transport to get around the County and are not able to use the regular Bee-Line bus.

If you are able to use the regular Bee-Line Bus, read our brochure, A Seniors Guide to Riding the Bee-Line. Stay independent and leave the driving to us. Take the bus to shop, go to work, visit friends and family or go to a movie, park, pool, gym or house of worship. Read the brochure in Spanish.

Senior B.E.A.T.
The Senior B.E.A.T. Program is a transit orientation program designed to instruct seniors on how to safely and successfully use the Bee-Line System to promote greater travel independence.

RideConnect
Volunteers are needed for a start-up program to provide free rides for seniors in northern Westchester who need to go to the doctor’s office for an appointment, the local mall for shopping, the hairdresser for a touch-up, a friend’s home for a leisurely visit or for any other reason. The goal of the RideConnect program is to help seniors get out and about.
